How to Resolve 'Partly Failed Resetting OOB Enabler' Issue?

Why am I seeing this issue?

This issue occurs due to an incomplete unpairing or replacement of the OOB Enabler in one or more regions. Users may pair their OOB Enablers in multiple regions and forget to replace them correctly. To successfully reset an OOB Enabler, it must be paired or added independently (as a standalone OOB Enabler) in a single region.
